You can only cancel an order that you created or approved. The Cancel order option also isn't available once an order has been invoiced or received, or if it's already cancelled.
How to check who created an order
Open the order.
Look for Created by in the order details. It shows the name of the person who created the order.
If someone else created the order, ask them (or the person who approved it) to cancel it.
